About the opportunity
As the Principal Project Manager, you will lead project management teams to deliver infrastructure projects, with the purpose of maximising project/program benefits and minimising potential adverse impacts to the project, the organisation and the community. You'll work with an experienced team of professionals with diverse project backgrounds who leverage individual strengths and expertise to support one another as needed and achieve quality outcomes.
- There are two opportunities available and both positions are based in the Toowoomba CBD.
- There is one temporary full-time (5-year) position, with the possibility of permanency and one temporary full-time position, which is available until October 2026 with the possibility of extension.
- The annual salary range for this position is $109,817.33 to $133,936.67 gross per annum, plus 17.5% annual leave loading and up to 12.65% superannuation.

About the team
The Project Services Branch forms part of the Infrastructure Services Group, and is a project management office that manages the delivery of major road, drainage, park, sports facility, bridge, building, business system and change projects, primarily for Council client areas. We look for strong values-based leaders who are confident in dynamic business environments, and with a desire to serve our community.
This is an exciting time to join the Project Services team with a number of significant projects in the pipeline, including program management, project planning and the management of design and construction on major road upgrades (Highfields/Kratzke/O’Brien Rds intersections), bridge renewals (Branchview Bridge), road renewals (such as Jondaryan-Mt Tyson Rd), a major sports park (Toowoomba Region Sports Precinct), flood immunity / drainage improvements (Perth St culvert), recreation projects (Escarpment Mountain Bike Trails project) and Council’s Flood Recovery Program.
How to be successful:
The successful candidate will possess the following skills and attributes:
Suitably Qualified: You have a Bachelor Degree in Civil Engineering and Registered Professional Engineer Queensland (RPEQ) status or the ability to obtain your RPEQ within 12 months of commencement. You hold Postgraduate Qualifications in Project Management or have the ability and willingness to obtain further qualifications and certifications in this area.
Highly Experienced: You have extensive leadership experience in the planning, design and construction of roadworks and other civil infrastructure and the commercial capability to prepare and manage associated design consultancies and construction contracts.
Technical Expert: You have a highly developed understanding of the phases and systems required to deliver significant infrastructure projects following a Project Management Framework and a detailed understanding of relevant legislation, codes and standards.
Influential Leader: You have a demonstrated ability to effectively lead project teams and monitor and influence culture and performance that is aligned with Council's values and objectives. You're able to build strong relationships and promote innovation, flexibility and responsiveness in a dynamic environment.
Excellent Communicator: You have highly developed interpersonal, verbal and written communication skills and are adept at delivering presentations and drafting high quality technical reports. You're able to provide expert advice and manage client and project board relationships and expectations and negotiate outcomes to achieve corporate and project goals.
